New Orleans: Nighttime Economy Director Hired

Howie Kaplan has been named the City of New Orleans’ first director of the nighttime economy.

Under the auspices of the mayor’s office, the office of nighttime economy will champion the 5 p.m. to 9 a.m. time frame in New Orleans. This is especially important given that the French Quarter is a 24-hour economy.

The French Quarter Business Association has been a proponent of an Office of Nighttime Economy or a Nighttime Economy Manager since 2017.

It has lobbied for a designated liaison among government, business and community stakeholders.

Howie Kaplan has owned The Howlin’ Wolf in the Warehouse District for 25 years, and has managed several bands, including the Rebirth Brass Band and The Revivalists.

He’s an industry professional who “is ready to tackle the problems experienced by the creators and hosts of the nighttime economy, including musicians and bands, street performers, theater performers, culture bearers, restaurants, bars and music venues,” proclaims “OffBeat.”

With the Office of Nighttime Economy, New Orleans has joined a growing number of cities around the world creating positions colloquially called “night mayors” or “night managers.”
